EMC Training, RF Exposure & Regulatory Compliance Updates
This month’s EMC regulatory updates from Washington Laboratories highlight an exclusive in-person Washington Laboratories Academy EMC Training Course, taking place October 27–28, 2026 in Raleigh, North Carolina.
We also look at recent EMC regulatory updates affecting wireless product testing and compliance, including changes to Canadian radio requirements and evolving RF exposure guidance in both the United States and Canada.
For manufacturers and product developers, these developments reinforce the importance of identifying applicable requirements early, understanding how products will be evaluated, and coordinating testing and certification planning before final product configurations are locked down.

ISED Radio Requirements: What Manufacturers Should Review
Manufacturers preparing wireless and radio products for the Canadian market should review recent updates from Innovation, Science and Economic Development Canada (ISED) as part of their testing and certification planning.
RSS-Gen, Issue 6 establishes general requirements and information applicable to radio apparatus used or marketed in Canada and is used together with the applicable product-specific Radio Standards Specification (RSS). ISED has continued to update the standard since its publication, including an amendment released in September 2026.
The evolving requirements provide a useful reminder that identifying the correct standards and test procedures is an important first step in any Canadian radio certification program.
The Laboratory Perspective
For manufacturers, regulatory planning should begin before a product reaches final compliance testing. Product configuration, operating frequencies, radio technology, antenna configuration, power levels, simultaneous transmission modes, firmware, and intended use can all influence which requirements and test methods apply.
ISED has also updated its Testing Laboratory Technical Assessment Checklist, which is used in evaluating a laboratory’s technical capability and competence to perform testing required for Canadian regulatory compliance.
Changes affecting standards and laboratory assessment procedures reinforce the importance of confirming applicable requirements before testing begins rather than assuming a previous test plan or report will automatically support a new or modified product.
Before Canadian Testing Begins
- Identify the applicable ISED Radio Standards Specifications for the product.
- Confirm the current standard edition and any applicable transition provisions.
- Review the product’s radio technologies, frequency bands, power levels, antennas, and operating modes.
- Document hardware, firmware, and configuration details that could affect testing.
- Review existing test data before relying on it for a new product configuration or certification program.
Early coordination between the manufacturer, test laboratory, and certification team can help identify the appropriate test program and reduce the likelihood of unexpected additional testing later in the certification process.

RF Exposure Compliance: Recent FCC & ISED Developments
Recent developments in both the United States and Canada are putting renewed attention on RF exposure evaluation and measurement requirements for wireless products.
On September 17, 2026, the Federal Communications Commission’s Office of Engineering and Technology issued a Public Notice seeking comment on RF exposure issues associated with the remand in Environmental Health Trust v. FCC.
The Public Notice opens a proceeding for additional public input. It does not, by itself, establish new RF exposure limits or immediately replace the requirements manufacturers currently use for FCC compliance.
In Canada, ISED has also continued updating RF exposure measurement guidance, including the adoption of IEC/IEEE 62209-1528 AMD 1 with specified Canadian requirements and exclusions for specific absorption rate (SAR) evaluation.
The Laboratory Perspective
RF exposure evaluation can depend on much more than the presence of a radio transmitter. Output power, antenna characteristics, separation distance, product use conditions, simultaneous transmission, operating modes, and the relationship between the product and the user can all influence the evaluation path.
For manufacturers developing wireless products, the practical takeaway is to keep RF exposure considerations in the compliance plan from the design stage forward while monitoring regulatory developments that could affect future evaluation or measurement requirements.
Planning for RF Exposure Evaluation
- Identify RF exposure requirements early in product development.
- Document intended use conditions, antenna locations, power levels, and separation distances.
- Consider simultaneous transmission and all supported operating configurations.
- Confirm which evaluation or measurement procedures apply to the product and destination market.
- Discuss unusual product configurations or use conditions with the laboratory before final certification testing.
Understanding how a product will be evaluated before testing begins can help manufacturers identify potential design, configuration, documentation, or test-method issues while there is still time to address them efficiently.
