WASHINGTON LABORATORIES OPENS NEW EMC/SAFETY TESTING FACILITY IN FREDERICK, MARYLAND

FREDERICK, MD - Washington Laboratories, Ltd. (WLL), headquartered in Gaithersburg, Maryland, opened a new satellite testing facility on Jefferson Pike in Frederick, Maryland, on November 10th. There is also a branch office in McLean, VA.

A four-year WLL veteran and Hagerstown, Maryland native, Berri Remenick will manage the Frederick lab site. His expertise is in Safety Compliance testing and troubleshooting. EMC testing services will be offered by several of the WLL engineers. The Frederick facility will offer the same EMC and Safety testing services as the headquarters location.

"We are extremely excited to be adding a new location in Frederick. This will increase our capabilities and services to our expanding client base in mid- and northern Maryland and lower Pennsylvania. Berri brings a wealth of testing experience to the job. Plus, his familiarity with the area will ensure our customers have the comfort level they deserve," said Mike Violette, President of Washington Laboratories.

Since 1989, WLL has specialized in EMC/EMI and Product Safety compliance testing and engineering troubleshooting of electronic and electrical products for a variety of industries. Those include: information technology, food and medical manufacturing, wireless, avionics, government and military electronics, business equipment and many other consumer and industrial products. Manufacturers of market-bound products must meet certain compliance standards for which Washington Labs offers US and global compliance testing.

WLL expertise includes NARTE certified engineers, FCC and TUV expertise, and Qualified Laboratory status under TUV's Partner Lab Testing Program.

WLL's transmitter clients are also able to utilize the company's new association with AmericanTCB, Inc., a Telecommunications Certification Body under the FCC's TCB program. AmericanTCB, Inc. is a cooperative venture between WLL and Rhein Tech Labs. Under the FCC's program TCBs are allowed to review applications and issue FCC Grants of Equipment Authorization. This means that the processing time for Certifications can be shortened considerably, thus speeding the time-to-market for transmitter equipment requiring FCC approvals.

Washington Laboratories and National Technical Systems Announce Strategic Partnership

Gaithersburg, MD -- A strategic partnership has been announced between Washington Laboratories, Ltd. of Gaithersburg, Maryland and National Technical Systems (NTS) of Boston, Massachusetts. Citing the need to provide environmental and NRTL approvals for their expanding client base, Washington Labs has entered into a Memorandum of Understanding (MOU) with NTS. The effect of the agreement is to provide a "one-stop" resource for electrical and electronics manufacturers in the mid-Atlantic region.

Under the program, Washington Labs will offer full-service Bellcore GR-1089 and GR-63 testing and NRTL endorsement for telecommunications clients. Clients can take advantage of the close proximity of the Gaithersburg location for GR-1089 and partial GR-63. Full seismic, temperature, vibration and environmental capabilities can be accommodated at the NTS facility in Boston.

This MOU expands Washington Lab's sphere of agreements covering product approvals for domestic and international markets, including linkages to French, United Kingdom and Dutch Competent and Notified Bodies.

In addition to expanding Washington Lab's environmental services, the liaison promises to expand the resources for companies seeking testing to military, aerospace and TEMPEST requirements.

Washington Laboratories Announces 200+ GHz Measurement Capability

Gaithersburg, MD -- Washington Laboratories, Ltd. recently expanded their test capabilities to measure radio frequency millimeter wave frequencies up to 220 GHz. With the new equipment, radiated and conducted measurements can be made on equipment in-house and on-site at customer locations.

Applications of the new measurement capability include equipment certification service (to augment the present capability), site surveys, source characterization and localization.

Current FCC Rules require that systems operating above 10 GHz be tested to the 5th harmonic or 200 GHz, whichever is less. The expanded capability will allow testing of new point-to-point and point-to-multipoint systems for FCC certification, allowed under Part 101 of FCC Rules. In addition, the higher frequency capability will allow measurements of proximity sensor and similar systems operating above 10 GHz, as well as serve the expanded millimeter wave measurement market. With this capability, the full frequency range of FCC Equipment Authorizations can be tested.

NEW AGREEMENT BETWEEN U.S. AND FRENCH TESTING LABS
INCREASES ACCESS TO EUROPE FOR MANUFACTURERS:

Following a recent trip to Paris, Mike Violette, President of Washington Laboratories, Ltd., announced a new working arrangement with a major French testing and certification body. Through the new alliance, Washington Labs will provide increased direct access to Europe for its clients through LCIE (Central Laboratory for the Electric Industry) in France. LCIE, a French Notified and Competent Body, provides testing and certification services for the European Union Markets.

Services available through the Washington Labs/LCIE alliance will include compliance to the Machinery Directive, and generating Technical Construction Files (TCFs) for the EMC Directive and Technical Files for the Low Voltage Directive and Medical Device Directive. "We'll be able to improve our speed-of-service and broaden our support to U.S. manufacturers seeking approvals for the European Market. This is especially critical to our clients who need rapid access to Europe for their products -- which means, basically all our clients will benefit" commented Violette.

Details of the arrangement were worked out with European Certification Partners (ECP), who represents several European notified bodies in the U.S. including LCIE. Mr. Eric Thibau, President of ECP, arranged meetings here and abroad between Washington Labs and LCIE. ECP provides marketing, representation and liaison services in the U.S. "LCIE gains a U.S.-based testing resource of the highest quality in Washington Laboratories; and, Washington Labs gains an expert certification resource and improved access to Europe. In either case, the customer wins," said Thibau.

WASHINGTON LABORATORIES ANNOUNCES NEW MEDICAL DEVICE TESTING CAPABILITIES

GAITHERSBURG, MD-- Full emissions and immunity testing services are now available for electronic and electrical medical devices and equipment at Washington Laboratories. These services can be utilized at Washington Labs' test facility and are also available for on-site testing and consulting needs.

These new capabilities include a complete suite of test equipment and staff expertise that are able to evaluate to IEC 601-1-2 and the FDA Reviewer's Guidance Documents.

The European Medical Device Directive becomes mandatory in June, 1998; this wide-reaching directive affects manufacturers and importers of medical equipment destined for the EU market. In the United States, the FDA is following suit, with increasing requirements for EMC evaluations as part of the 510(k) Pre-market Notification process.

"We are pleased to offer a full-range of options including design, test, reporting, modifications and engineering troubleshooting services to medical equipment manufacturers," said Michael Violette, president of Washington Laboratories.

In 1996, Washington Laboratories installed a 3 meter fully anechoic chamber designed to accommodate client test requirements to IEC 801-3, ENV 50140 and MIL Standard 461D for most sizes of equipment from floor-standing to tabletop.

Washington Laboratories Announces Electronic Filing Services for FCC Approvals 
Vast Improvement in FCC Speed of Service Foreseen

Gaithersburg, MD Taking advantage of the newly announced FCC Electronic Filing options, Washington Laboratories, Ltd. now offers electronic filing of FCC applications. This service utilizes the Internet by filing applications on-line via the FCC's website which should show an improvement in the approval turnaround time.

Washington Labs is one of the first testing labs to offer this service to manufacturers of electronic and electric equipment who seek FCC approvals of compliance testing. The new filing procedure utilizes digital storage of the necessary documents, photographs and submission to the FCC via high speed Internet access.

"The FCC will review the electronically-filed applications more quickly than the traditionally-filed applications . The speed of service will improve the manufacturers' time-to-market. Our submissions packages have been altered to take advantage of this new service," said Ray Hammonds, Washington Labs Chief Engineer.

Prior to this new capability, applications have been sent to the FCC by mail with approvals being returned via mail. Review of paper documentation slowed the process which has taken up to eight weeks or longer.
